JannaR, tt was long exposure from the moving vehicle (some 80 km/h), and the part of the vehicle at the bottom of the image is blurred as everything on this image. Also, at this competition there are lot of images without any part of the vehicle visible. Just like you stepped on the road and took the picture...

No. It is not mandatory, but usually does garner higher votes if people can see your shot better.
Sorry. I still have to learn how pxleyes works. I was not sure if everybody can see HR version. Btw, I have noticed that reduced version is not as sharp as it should be (the same applies to Flickr - at least free account).
