make selections with pen tool then cut and paste...airbrush shading on new layer

Free transform, partially erase sky then add a light gaussian blur.

Erase edges around cloud of smoke till it blends in with clouds in the background.

Duplicate 'cloud' layer then free transform, repeat this several times and play with layer opacity on each layer
step 6 of 7
Cut birds into separate layers, duplicate each and add a motion blur. Then Blurred layers with eraser tool.
step 7 of 7
Zoom in and touch up around edges with small Eraser brush.
