Make a selection on the face excluding eyes and use a colour adjustment to shade the skin blue
I used the burn tool to create the lines

Next step was to use the liquify tool to increase the eyes and noise.
I then used a colour adustment with the dodge tool to brighten the eyes
I then used a colour adustment with the dodge tool to brighten the eyes

I then selected the background and used the colour replace tool to change the colour of the background
