made a copy of the layer and then on the top layer deleted the legs and other parts that will be replaced by fire.

lowered the opacity of the under layer and started assembling the fire parts from source nr 3.

then opened a new sheet and crop the woman head. I wanted to behold the face lines. I first reduced saturation to 0 so i could get a b&w head.

Then used filter-stylize-find edges.

pasted fire source nr2 on to the head, so i could blend it together.

Then made the head layer be the top one, and used the blending mode - overlay.
then just merged the layers and cut out the fire face.

Assembled the head in the correct place.

Used fire source nr2 to create hair. Used liquify, and some crop and paste. at the end smudged the hair used original photoshop preset grass brush.

Cuted out the head of the man using pen tool. Now i'm going to work on it so it could be something like water.

Then used water splash and pasted it on the whole image, and set the blending to Linear light.

Duplicated the layer and used Vivid light blend mode. also deleted the rest of the water around.

Some finishing touches, dodge, burn, delete here, delete there.. And finally added a reflection. finish
