Firstly I used the texturizer filter on the source image set to puzzle.

Then I used the pen tool to cut out around pieces and then either deleted them or used transform to move them. I used a drop shadow to make the pieces look solid.
step 3 of 3
I changed the background layer to white, then added a drop shadow to the puzzle layer to make the puzzle look solid.
