I started with creating small stars on a black background

Then I dublicated the layer, increased size and levels. I also rotated it.

I cut out an ellips from the circuit board picture, used spherize and desaturated it.

Fixed glows and shadows.
step 5 of 7
I made some starfalls using a small brush and then the smudge tool.
step 6 of 7
I cut out the stone from the picture, fixed a little bit on the colors/shadows and added a small motion blur.
step 7 of 7
I added a tail to the meteor using difference clouds and warp.
