Take your original image make and copy and desaturate it. Using the Liqufy and smudge tool and create this smokey effect

For a more smokey effect. A draw some lines and liquify and smudge again. I then duplicated the smudge layer and keep on at a dark tone and make one darker

In this step. I made the eyes a light yellow glow. I then took the original image and overlay it to the smudge image. I then add a mask to the original image. this allowed me to retain some of the original image.
