The writing of tutorials is pretty straight forward, yes they go step by step. When you've added many steps you have written a tutorial.

Read the text at the start when you write a tutorial:
In here you can write about anything that might be interesting for others to learn. Each submission will be reviewed. If your submission is approved, you earn up to $200, depending on the length, complexity and quality of your tutorial.
High quality tutorials are a must. So here are a few tips to increase your earnings and the chances of getting approved:
If you need a source image for your tutorial, try to find a source in the Pxleyes contests or stock section first.
Use long, clear descriptions with each step.
Upload an image with each step.
Use high quality images.
Don't rip tutorials from other websites.
No spelling and grammatical errors.
Mention the minimum version of the program used that's required for your tutorial.
...
If you have a good idea and want to share it with others, you can start by specifying your tutorial name and description first.
After this, you can start writing your tutorial step by step. You can add as many or as little steps you think are necessary.

A thumbnail is a small image (200x200 pixels in this case) which represents your tutorial and you have to upload this yourself.

I get the feeling you do not take time to read or search yourself but just rather start a new forum post each time (why not continue a forum post you've started already?), have a look at how other tutorials are made / written or browse the site / forum and a lot of questions you have will be answered already.
Creativity is the sudden cessation of stupidity.

The decision is made by the admin, the score is just a guide as to whether members like it or find it helpful.
I have had one that "almost made it" with a score of 8.67. I would think it would need to be up around the 8 mark to be considered but there are plenty of other factors that are also taken into consideration.
