I decided to go the route of Fright Night style b-movies. Inspired by those movies that look AWESOME based on the cover, but have a horrible low budget batch of special fx and dialog that could about kill an audience.
*edit. seems without my knowledge (i checked the link earlier and it worked) the background image i used got set to private. SO. sorry for that. but... here you have a revised edition. my apologies for those that had already voted, hopefully the new background won't change your vote.

my first attempt at this. there aren't too many tutorials out there to teach how to do this effect. seems they all repeat themselves. So i just mixed a few things from each of the tuts and added my own spin to them.
i do realize my model stock is one widely used, but i liked the "frozen" look to her face.
**UPDATED**
changed the icicles to form more to the face. took the ice effects off of the nose and lips as it didn't conform to what i was wanting. Might change it again yet... :P not quite satisfied still.

This is an older picture from the days when i shot with a sony digital mavica. Low megapixels, but amazing results. I never really was disapointed with that camera. Minor contrast adjustments done in lightroom, black levels raised a hair as well.
We tried and tried to get this guy to take down a grasshopper for us so i could get it on camera. Didn't happen that day. (2 years and 304 days ago)
